Directorate of Urban Local Bodies (ULB’s) was bifurcated from the erstwhile Department of Town Planning & Urban Local Bodies (ULB’s) in July, 2022 with a view to concentrate on the problems of rapid urbanization in the State and to emphasis more on urban planning and urban administration and to achieve better coordination in planning, development and management of urban centres.

The establishment of the Directorate gives impetus to the 74th Amendment of the Constitution which lays a solid foundation for sustainable urban governance system in the country. The functions and objectives of Urban Affairs Department are basically focused towards planning, development and proper management of the urban areas in the State. Keeping in view of the objectives of the Department, Directorate of ULB's focusses on the preparation of Master Plans of the urban towns while taking concrete measures to improve the civic amenities like water supply, drainage, public health, sanitation and revamping the urban infrastructure in the urban areas of the state. The Department also lays significant stress towards improvement of the quality of life of the urban poor through improvement of their physical environment, social welfare and generation of employment. Programmes of the Department are drawn up and implemented with the above-mentioned objectives.

To make the programme successful and beneficial to the people, strict monitoring and evaluation through internal and external mechanism are being attempted at every stages. For effective enforcement and implementation of schemes, many legislative enactments, rules and bye-laws have been framed or adapted by the Department.

Mission and Vision


Realizing our vision by embarking on implementing urban reforms and e-governance; the mission of the Department lies in strengthening the urban planning with citizens' participation, enforcing municipal rules/regulations, building capacity of Urban Local Bodies (ULB's) to deliver services, creating and maintaining urban infrastructure, mobilising effective water supply and sanitation systems including solid waste management, developing public spaces and amenities, making provision of affordable housing for urban poor and MIG, upgrading skills of the urban poor for increasing their employability and improving economic condition.

Further, the vision of the department focusses on ensuring planned and inclusive development of cities/towns into liveable, economically vibrant and productive, sustainable and efficient entities with provision of adequate and durable public infrastructure and amenities, including affordable housing and livelihood opportunities for all sections of society and bringing out efficiency in the service delivery mechanisms, community participation and accountability of Urban Local Bodies and parastatal agencies towards citizens, in convergent manner.
