The objective of the Citizens Charter exercise is to build bridges between citizens and Municipality and to streamline Municipality in tune with the needs of citizens. Directorate of Urban Local Bodies (ULB’s) exercise appropriately to conceived and carried out, can enthuse and enable municipality to tune their planning, policy and performance to the needs and concerns of Citizens/ stakeholders/ users/ clients. The Directorate of Urban Local Bodies (ULB’s) endeavours to provide to Citizens:

WATER SUPPLY

  • Water supply system, Augmentation of existing water supply, Water treatment plants, Universal metering.
  • Rehabilitation of old water supply systems and treatment plants.
  • Rejuvenation of water bodies and recharging of ground water.
  • Special water supply arrangement for difficult areas, and those having water quality problems.
  • SEWERAGE/ SEPTAGE MANAGEMENT

  • Decentralised, networked underground sewerage systems, including augmentation of existing sewerage systems and sewage treatment plants.
  • Rehabilitation of old sewerage system and treatment plants.
  • Recycling of water for beneficial purposes and reuse of wastewater.
  • STORMWATER DRAINAGE

  • Construction and improvement of drains and storm water drains in order to reduce and eliminate flooding.
  • GREEN SPACE & PARKS

  • Development of green space and parks with special provision for children, senior citizens and Divyang friendly components.
  • CAPACITY BUILDING

  • Improving institutional outcomes by Individual Capacity Building and Institutional Capacity Building.
  • Enhancing the functional knowledge.
  • Improving the job-related skills.
  • Changing the attitude of municipal functionaries.
  • PMAY-U (Pradhan Mantri Awas Yojana-Urban): Initiative by the Government of India launched in June 2015.


  • Provide "Housing for All" by 2022 targeting the urban poor, including slum dwellers.

  • In-situ Slum Redevelopment (ISSR): Address housing needs by leveraging existing slum land to provide suitable pucca houses.
  • Credit Linked Subsidy Scheme (CLSS): Interest subsidy on home loans for EWS, LIG, and MIG, credited upfront to reduce loan amount and EMI.
  • Affordable Housing in Partnership (AHP): Promote housing stock for the EWS category through public/private partnerships.
  • Beneficiary-led Construction/Enhancement (BLC): Central assistance for EWS families to construct/enhance houses independently.
  • Eligibility: Targets women, SCs, STs, EWS, and later included MIG under the CLSS component.
    Eco-Friendly: Mandates sustainable and environmentally-friendly construction methods.
    Empowerment of Women: Mandatory ownership or co-ownership by a female member.
    Coverage: All urban areas, including statutory towns from Census 2011 and towns notified subsequently.

    Swachh Bharat Mission - Urban (SBM-U)


    The Swachh Bharat Mission - Urban (SBM-U), launched on 2nd October 2014 aims at making urban India free from open defecation and achieving 100% scientific management of municipal solid waste in 4,041 statutory towns in the country. The second phase of SBM-U was launched on 1st October 2021, for a period of 5 years. The vision for SBM-U 2.0 is to achieve “Garbage Free” status for all cities by 2026.

  • All households and premises segregate their waste into “wet waste” (from kitchen and gardens) and “dry waste” (including paper, glass, plastic, and domestic hazardous waste and sanitary waste wrapped separately).
  • 100% door to door collection of segregated waste from each household/ premise.
  • 100% scientific management of all fractions of waste, including safe disposal in scientific landfills.
  • All legacy dumpsites remediated and converted into green zone.
  • All used water including faecal sludge, especially in smaller cities are safely contained, transported, processed and disposed so that no untreated faecal sludge and used water pollutes the ground or water bodies.
  • Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM)


  • To reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor.
  • The mission would aim at providing shelters equipped with essential services to the urban homeless in a phased manner.
  • The mission would also address livelihood concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security and skills to the urban street vendors for accessing emerging market opportunities.

  • Social Mobilization & Institution Development [SM&ID]: Universal social mobilization of urban poor into Self-Help Groups (SHGs) and organizing them into federations.
  • Employment Through Skill Training & Placement [EST&P]: Provide skills to the unskilled urban poor as well as to upgrade their existing skills to set up self-employment ventures or placement in wage employment.
  • Self-Employment Programme [SEP]: Provide financial assistance to individuals/groups/SHGs of urban poor for setting up gainful self-employment ventures/ micro-enterprises, through providing interest subsidy on bank loans.
  • Support to Urban Street Vendor [SUSV]: Aims at skilling of street vendors, supporting micro-enterprise development, credit enablement and pro-vending urban planning along with supporting social security options for vulnerable groups.
  • Shelter for Urban Homeless [SUH]: Aims to provide permanent shelter with all other essential services to the urban homeless. The scheme envisages access to various entitlements viz. social security pensions, education, financial inclusion, affordable housing etc.
  • Capacity Building & Training [CB&T]: Aims at capacity building & training of project staff and various stakeholders.
  • Innovative & Special Project [I&SP]: Focus on the promotion of novel initiatives in the form of innovative projects.
